Patrick S. Major , SH&E Vice President
Area of Specialization
Capt.  Major has twenty years’ certification, flight operations, regulatory compliance, management and training experience. His broad experience allows him to provide in-depth consulting on such topics as: Air Transportation Oversight System (ATOS) certification, curriculum and computer-based training development, and Part 135-specific subjects.  Capt.  Major’s international regulatory compliance experience includes work for the People’s Republic of China, Mexico, and Australia.  He has also advised developing nations on creating, implementing, and enforcing aviation regulation that meet or exceed standards of air safety established by the International Civil Aviation  Organization (ICAO) and the FAA.
Background
Capt.  Major served in various positions within the air carrier and flight training industry prior to joining SH&E. Specifically, he was the Certification Project Manager for Focus Air’s Air Carrier Certificate through the FAA’s ATOS. This included development and maintenance of a single-source airline regulatory conformance documentation. He was also the Manager of Flight Training for Republic Airlines while that air carrier sought certification through ATOS. In addition, Capt.  Major developed computer-based training coursework for Miami Air International and completely re-developed training curriculum for Pan Am International Flight Academy. He also served as director of operations for a Part 135 on-demand air carrier.

Capt.  Major has been involved in both domestic and foreign governmental and regulatory affairs activities. This includes bilateral negotiations with Mexico, implementation of Reduced Vertical Separation Minimums (RVSM) in People’s Republic of China airspace, and development of a Transportation Security Program approved by the Australian Department of Infrastructure Transport, Regional Development, and Local Government.
