Deborah T. Meehan, SH&E Chief Operating Officer

Deborah Meehan is the Chief Operating Officer of SH&E. Ms. Meehan is responsible for SH&E’s Government Practice where she directs most of the large, complex projects especially where the Study Team represents experts from multiple disciplines. She has a record of success working on high intensity, controversial projects where work quality is subject to outside scrutiny. Most recently, Ms. Meehan directed a major project for the FAA and Massport where the issues ranged from the development of cost allocation methodologies relating to airline and airport costs, to the evaluation of complicated delay modeling. This very successful project was highly controversial and required expert testimony in a number of forums. Ms. Meehan has an understanding of airport operations based on her experience with airports all across the nation, including most of the nation’s large hubs. Ms. Meehan is an expert in air service analysis. She is a recognized industry expert and has testified before United States Congress on multiple subjects.

Background
Ms. Meehan has led air service studies for many of SH&E’s large airport clients including Los Angeles, Massport, Denver, Baltimore and Miami. Ms. Meehan has worked with numerous airports and their communities to assess their strengths, challenges, opportunities and threats as prospective markets for new air service initiatives. She understands the important role strong analytical research plays in effectively targeting potential new passenger and cargo service. In addition, her experience has also proven that research is one part of an overall strategy necessary to successfully attract new airline service to a market. Ms. Meehan has extensive experience managing subcontractors, meeting deadlines and making presentations to carriers.
