As a Senior Strategic Advisor for SH&E, Dr. Pagdadis assists with major planning and infrastructure-related projects, providing a level of expertise matched by few in the industry.  Dr. Pagdadis has over 25 years of consultative experience, with a focus on public sector infrastructure management. He offers significant expertise in transportation infrastructure planning and assessment, project finance, project lifecycle management, as well as technology assessments related to critical infrastructure protection..

JFK International Airport Conducted risk management and project finance plan for the development of the Airtrain people-mover system.

Conducted conceptual stage risk assessment for the new terminal of a major European airport.

Background
Prior to joining SH&E, Dr. Pagdadis served as Managing Director of the Transportation Infrastructure Practice at McKenna Long and Aldridge, LLP, focusing on governmental affairs, procurement advocacy, public-private partnerships and privatization.  He also served as World-Wide Vice President of Public Sector Transportation at CA, Inc., where he advised numerous government agencies and private sector clients throughout North America, Mexico, Argentina, Spain, Portugal, France, Germany, the U.K., the Netherlands, Greece, Cyprus, China and Malaysia.

Dr. Pagdadis was the founder and president of the Lambousa Infrastructures Consultancy Group, where he pioneered a risk-based management review and project appraisal methodology.  Coining this methodology Integrated Project Risk Management, Dr. Pagdadis has facilitated risk management, and value management workshops for capital infrastructure projects in aviation, seaports, surface transportation and rail, with a net worth in excess of $38 Billion U.S. Dr. Pagdadis began his career as an aerospace engineer.  After receiving his doctorate in Project Management from The University of Texas at Austin, he went on to become a university professor at the Polytechnic University, followed by advisory roles at Columbia University and the New Jersey Institute of Technology.
