SH&E Adds Sotiris Pagdadis for Aviation Infrastructure Expertise
NEW YORK (February 9, 2009)— Aviation consulting firm SH&E, now an ICF International company,
has added Sotiris A. Pagdadis, Ph.D., as Senior Strategic Advisor in its New York office. Dr. Pagdadis
brings over 25 years of consulting to “C-Level” executives in public sector infrastructure management
to SH&E. Specifically, he will provide significant expertise in infrastructure planning and assessment,
capital project finance and lifecycle management, and transportation technology assessment in all
areas of transportation.
Many SH&E clients will benefit from Dr. Pagdadis’ deep expertise in project due-diligence, including:

people-mover system for a prestigious airport authority

In addition to his deep consulting experience, Dr. Pagdadis has created best-of-breed solutions in

Dr. Pagdadis is a trained aerospace engineer. After receiving his Doctorate degree in Project
Management from The University of Texas at Austin, he went on to become a university professor
at the Polytechnic Institute of NYU, followed by advisory roles at Columbia University and the New
Jersey Institute of Technology. He was the founder and president of the Lambousa Infrastructures
Consultancy Group, where he pioneered a risk-based management review and project appraisal
methodology. He has consulted world-wide on aviation, seaport, surface transportation and rail
infrastructure capital projects with a net worth in excess of $38 billion U.S.
