FAA Qualifies ICF International Subsidiary, SH&E, for Air Transportation Oversight
System (ATOS)
Consulting Firm Launches Certification Services Group
WASHINGTON (April 2, 2009)— Aviation consulting firm SH&E, a subsidary of ICF International (NASDAQ:ICFI),
has been formally recognized to support air carriers in the FAA ATOS process. The United States Federal
Aviation Administration (FAA) has now recognized SH&E’s Aviation Safety Practice as qualified to assist US air
carrier applicants in preparing for the commercial air operator (14 CFR 121 “Airline”) certification process.
Accordingly, SH&E is one of only nine consultants now listed on the FAA’s ATOS certification website.

organizational development, and training in support of the FAA’s air carrier certification and surveillance
processes,” said Louis Sorrentino, Senior Vice President of SH&E’s Aviation Safety Practice. “This FAA
recognition positions SH&E’s global aviation services organization and our recently launched Certification
Services Group to provide targeted safety expertise to a variety of clients, from new entrants to existing
operators,” he added.
The ATOS qualified consultant process ensures that the resources of the FAA are optimized by taking
advantage of demonstrated safety expertise available within the private sector. ATOS processes also
benefit the flying public by ensuring that new entrant airlines adopt attributes fundamental to safe air
carrier operations, developed during the formative stages of operations and in a manner consistent
with FAA’s objectives.
Complementing the FAA recognition in ATOS, SH&E Safety has appointed Captain Patrick Major, Vice
President, Flight Operations – Air Carrier Certification, as Project Manager for SH&E’s Certification
Services Group.
