Airport Specialist Andy Carlisle Joins ICF's London Office of SH&E

Carlisle Will Focus on Airport-Related Activities in Europe, Middle East, and Africa

Fairfax, Virginia, December 10, 2009 - ICF International announced today that Andy Carlisle, an
airport specialist with 18 years of experience, has joined the London office of SH&E, a subsidiary of
ICF International, as vice president. He will focus on expanding SH&E's integrated airport advisory
services in strategy and business planning while enhancing SH&E's already well-known forecasting
and transaction-related work. Mr. Carlisle comes to the firm with extensive international experience
across the transport sector.

Mr. Carlisle has a broad advisory background across airport strategy, management organization,
investment appraisal, capacity assessment, and business forecasting. He brings experience from
around the world, having advised airport management, shareholders, and investors in assignments
across Europe, the U.S., Asia, and Australia. Most recently he established The Airport 360, working
as an independent advisor, but previously led the Jacobs Consultancy European airports team and
held senior positions at Macquarie Capital Funds in London and Leigh Fisher Associates in the U.S.
